The number of children in substitute or foster care each year. The rate is the number of children in foster care per 1,000 children in the population. This number reflects children placed by public agencies only. It includes children who were in foster care on January 1 of each year. Children who have been placed with more than one public agency may be double-counted. Ohio total includes children placed in Multi-County Juvenile Attention System.
